The Legal Bases of the Colaboration of the Republic of Turkey and the Republic of Moldova Introduction

Lying on the east of Europe, the Republic of Turkey and the Republic of Moldova are two independent and sovereign countries which have European Union perspective. Along with the geographical adjacency, historical and cultural similarities are the most important components of this collaboration.

The dialogue and the collaboration between these two countries began on 16 December 1991 when the Republic of Turkey recognized the independence of the Republic of Moldova. After a short time from recognition, on 3 February 1992, diplomatic relations were established between these countries. The built of diplomatic relationship, geographical adjacency, historical and cultural similarities made the relationship between these two countries continue increasingly and agreements were signed in every field so that a profound friendship and cooperation were formed.

The Friendship and Cooperation Agreement signed on 3 June 1994, is accepted as the basis to the bilateral relations between the Republic of Moldova and the Republic of Turkey. The Friendship and Cooperation Agreement signed by the President of the Republic of Turkey, Demirel and the President of the Republic of Moldova, Mircea Snegur in Demirel's visit to Moldova, reinforced the bilateral relations between these two countries and lead many other agreements in other fields such as; economy, trade, education, culture, tourism, justice, defense, health, duty, veterinarian, transportation, environment, science and technology.

The cooperation between the Republic of Turkey and the Republic of Moldova continues with spread to every field. Besides the geographical adjacency, cultural and historical similarities are also important factors in this improvement in cooperation. Despite this positive chart, the existing collaboration in the field of economy may seem insufficient if thought potentially. The total commerce volume of 450 million dollars, in the year 2011 decreased to 359 million dollars in the year 2012. The most important factor affecting this decrease is the absence of Free Commerce Agreement. Even though numbers can not solely display the bilateral relations, they are yet important indicators.

Avrupa kıtasının doğusunda yer alan Türkiye Cumhuriyeti ve Moldova Cumhuriyeti, Avrupa Birliği perspektifi olan iki bağımsız ve egemen devlettir. Coğrafi yakınlıkla birlikte tarihi ve kültürel benzerlikler işbirliğinin en önemli sac ayaklarıdır.

İki ülke arasındaki diyalog ve işbirliği 16 Aralık 1991 yılında Türkiye Cumhuriyetinin Moldova Cumhuriyetini bağımsız bir devlet olarak tanımasıyla başlamıştır. Kısa bir süre sonra 3 Şubat 1992 tarihinde ise diplomatik ilişkiler kurulmuştur. Diplomatik ilişkilerin kurulması, coğrafi yakınlık, tarihi ve kültürel benzerlikler, iki ülke ilişkilerinin artarak devam etmesini sağlamış ve her alanda anlaşmalar imzalanmış, bunun sonucunda ise derin dostluk ve işbirliği oluşmuştur.

İki devlet arasında 3 Haziran 1994 tarihinde Kişinevde imzalanan “Dostluk ve İşbirliği Anlaşması” daha sonraki ilişkilerin temeli ve yol haritası niteliğindedir. Türkiye Cumhuriyeti Cumhurbaşkanı Süleyman Demirel ile Moldova Cumhuriyeti Cumhurbaşkanı Mircea Sinegur arasında imzalanan “Dostluk ve İşbirliği Anlaşması” iki devlet arasındaki ilişkilerin ivme kazanarak artmasını sağlamış ve ekonomi, ticaret, eğitim, kültür, turizm, adalet, güvenlik (askeri ve polisiye), sağlık, gümrük, veterinerlik, taşımacılık (hava taşımacılığı, karayolu taşımacılığı), çevrecilik, bilim ve teknoloji, bitki koruma, savunma gibi alanlarda işbirliği ve anlaşmalara öncülük etmiştir.

Türkiye Cumhuriyeti ile Moldova Cumhuriyeti arasındaki işbirliği her alana yayılarak devam etmektedir. Coğrafi yakınlığın yanısıra tarihi ve kültürel yakınlık da işbirliğinin artmasında önemli bir etkendir. Bu olumlu tabloya rağmen ekonomi alanında varolan işbirliği potansiyel düşünüldüğünde yetersiz görülebilir. 2011 yılında 450 milyon dolar olan toplam ticaret hacmi 2012 yılında 359 milyon dolara gerilemiştir. Toplam ticaret hacminin görece olarak az olmasında en önemli etken taraflar arasında “Serbest Ticaret Anlaşması”nın olmamasıdır. Şüphesiz devletler arasındaki ilişkilerde rakamlar tek başlarına bir şey ifade etmezler ama yine de önemli bir göstergedir.

The collaboration between the Republic of Turkey, a country with a European Union perspective, and the Republic of Moldova started with the recognition of independence of the Republic of Moldova by the Republic of Turkey, on 16 December 1991. Since then, the collaboration continued to develop. The basis of this collaboration relies on the bilateral agreements signed by these two countries.

The Friendship and Cooperation Agreement between the Government of the Republic of Turkey and the Government of The Republic of Moldova, signed by these two governments, on 3 June 1994, is considered as the basis and road map of their developing relations. By this agreement, the responsibility of parties in the international agreements was affirmed and the necessary fields to collaborate in the future were decided. The agreements that regulated every field of life made up the strong law between these two countries. Especially, the agreements signed in the field of economy, security and law are really significant. By the agreements signed in the field of transportation, health, agriculture, and duty were to minimize the issues faced by citizens of these countries every day.
